DESCRIPTION: This training will address current gang activity and trends in the Twin Cities with an emphasis on St. Paul. We will discuss traditional and highbred gangs as well as new immigrant gangs such as Somali and Korean gangs in addition to Asian, African American, Latino, White/Outlaw Motorcycle gangs. We will use visual aids and bring our own case studies as well as gang indicia to aid corrections/probation workers in the field and when performing home visits.
PAUL IOVINO is an 18 year veteran of the St. Paul Police Department. He is currently assigned to the Western District and holds the rank of Senior Commander. He has held previous assignments in the Training Unit, Juvenile Unit and Gang Unit where he worked as the unit commander and gained much of his knowledge on gangs. He is a former Task Force Officer with the Bureau of Alcohol, Tobacco, Firearms and Explosives. Paul Iovino completed his Bachelor’s Degree at Metropolitan State University and has a Master’s Degree in Police Leadership, Administration and Education from the University of St. Thomas. He is a graduate of the 212th session of Northwestern University School of Police Staff and Command in Evanston, IL. Paul is member of Minnesota Chapter of the Midwest Gang Investigators Association (MGIA).
Officer TONY SPENCER, is a Police Officer with the City of Saint Paul Police Department and has been employed by this department for over 13 years. Tony has been employed as a licensed Peace Officer in the State of Minnesota over the past 17 years. Tony has been assigned to an investigative position for the past eight years and is currently assigned to the Gang Unit working primarily Latino criminal street gangs. This unit investigates criminal street gang crimes and assists in investigations involving criminal street gang members and associates. Tony has been a certified G.R.E.A.T. (Gang Resistance Education And Training) Instructor and has taught gang prevention and intervention strategies in the St. Paul Public School System, as well as the Boys and Girls Club of America in the St. Paul Area. Tony has developed and implemented continuing education and training in Latino criminal street gangs for Law Enforcement, Corrections, Health Care and Educators throughout the State of Minnesota. Tony was instrumental in drafting the first successful Civil Street Gang Injunction in the State of Minnesota. The Civil Street Gang Injunction was granted to the City of St. Paul against the Sureño 13 criminal street gang in 2009. Tony’s duties include the investigation of gang crimes and assisting in their prosecution. Additionally, Tony currently serves as the Vice President of the Minnesota Chapter of the Midwest Gang Investigators Association (MGIA).
